Panchkula Land Pooling

In the extension plan of Panchkula, the plan is supposed to cover areas of land of nine villages including Bataud, Barwala, Bhagwanpur, Bhareli, Jalauli, Kami, Rehad, Sultanpur, and Sunderpur. Stressing specifically on Barwala.  Officials added that they want to develop Barwala as a model town on the lines of Mohali and has further suggested that different sites for small-scale industries should be prepared.

24 new areas have been planned on the Panchkula barwala highway (NH-73). This project has to be developed as a new “knot Billah-Alipur integrated township” supposed to be spread over an area of 6,767acres.

The land was to be developed for approximately 2,73,700 people. The proposed land use includes 42,300 acres in alipur and 5,509 acres of kot billah. As senior HUDA official had told the Indian express in 2009.

Extention plan township has been planned after considering all notable points like parking lots and green belts etc. A 100-meter-wide green belt has been proposed on both sides of the Panchkula Barwala highway. Apart from this, provisions for zones like dairy, solid waste management, cow shed, Dhaba zone, motor market, petrol pump et al will also be made. Bicycle tracks along the forest area and roads along the Tangri river will be pre-planned and provisions will also be made for a separate tunnel along the roads which houses electricity wires, water pipes, sewerage pipes, and gas supply.

Also, he added to bring forward the area of 647 acres for parks, green belts, crematories, fuel filling stations, and water bodies. And also for the better movement of traffic and connectivity to the areas considered in the township proposal to construct flyovers on the highway has also been made.

As per of expansion, the land will be acquired through the land pooling scheme, on the lines of a GMADA policy (Greater Mohali area development authority) in Mohali, the proposal will now be sent to the HUDA (Haryana urban department authority) for approval.

formerly Haryana Urban Development Authority (HUDA), is the urban planning agency of the state of Haryana in India except for Gurugram and Faridabad which has Gurugram Metropolitan Development Authority and Faridabad Metropolitan Development Authority respectively. It was established in 1977. The Minister of Town and Country Planning Department, Haryana is the chairman of the authority. The headquarters of the authority is located in Panchkula, Haryana.

As HUDA officials said Mohali has witnessed rapid development through GMADA’s land pooling policy. We will emulate this in Panchkula under which owners can hand over their land in lieu of compensation for the city,s development.

(LAND POOLING;- Land pooling is an activity where a group of landowners hand over their land parcels to the government collectively for infrastructure development. Once the development is complete, the land is handed over to the original owners, after deducting some portion as the cost for the same.)

A farmer will get 1,000 square yards of residential and 200 square yard commercial plots in exchange for his land given for the development of urban areas, according to the policy.

This way, the officials said, MC( municipal corporation ) will neither have to acquire land by paying enhancement money nor will there be any fear of by the court in future.“Apart from this, the benefit of TDR (transfer development rights) can be given by the corporation on allotment of land and additional FAR (floor area ratio) on residential plots or commercial units in the adjacent sector,” they said.

(TDR;- Transfer of Development Rights. means making available a certain amount of additional built-up area in lieu of the area relinquished or surrendered by the owner of the land so that he can use the extra built-up area either himself or transfer it to another in need of the extra built-up area for an agreed sum of money).
